Can Indian citizens enter Ukraine without a visa?
No. India is not on the list of countries whose citizens may enter Ukraine visa-free. This means that any trip — tourist, business, or transit — requires a valid visa for an Indian national.
The good news: for short trips, you don't have to visit a consulate in person. Ukraine has introduced an electronic visa (e-Visa) system that lets you apply entirely online. This is the most convenient route for most travellers from India.
Below is a detailed breakdown of the process, the documents involved, and what awaits you at the border.
What the Ukraine e-Visa is
An e-Visa is an official entry permit issued remotely through a government portal. It isn't stuck into your passport: you receive a PDF document, which you print out and present at the border together with your passport.
Key features of the e-Visa for Indian citizens:
- Issued online, with no visit to a diplomatic mission.
- Intended mainly for short trips (tourism, business, attending events).
- Can be single-entry or multiple-entry, depending on the type you select when applying.
- The permitted stay is limited; for longer residence, work, or study, you'll need other visa types issued through a consulate.

Applying for the e-Visa step by step
Step 1. Check that the e-Visa is right for you
Make sure the purpose and duration of your trip fit the e-Visa conditions. If you're planning to work, study long term, or reunite with family, the e-Visa most likely won't apply — you'll need a consular visa of the appropriate type.
Step 2. Prepare your documents in digital form
Scan all the required documents in advance (see the section below) so you don't have to interrupt the application process.
Step 3. Register on the official portal
Go to evisa.mfa.gov.ua and start your application. Use only the official website — the many intermediary sites charge extra fees and can't guarantee a result.
Step 4. Fill in the application form
Enter your details exactly as they appear in your passport. Errors in the spelling of your name, your passport number, or dates can lead to a refusal.
Step 5. Upload documents and pay the consular fee
Attach your scanned copies and pay the fee online by card. The amount depends on the visa type (single- or multiple-entry) and how urgently you need it processed.
Step 6. Wait for the decision
Once your application is processed, you'll receive the decision by email. If approved, download the PDF with your visa and print it out.
What documents an Indian citizen needs
The standard set for an e-Visa application usually includes:
- A passport valid for at least the entire duration of your trip (check the current requirements on remaining validity).
- A colour digital photo meeting the portal's technical specifications.
- A scan of the passport page with your photo and personal details.

- Both standard and expedited (urgent) processing are available — expedited costs more.

Insurance for your trip to Ukraine
Medical insurance is a mandatory condition for obtaining a visa, and it also protects you during your stay. Given the security situation, it's worth paying particular attention to a policy that covers war-related risks: ordinary travel insurance usually excludes such events.

Note that policies with war-risk coverage have four standard territorial exclusions where cover does not apply:
- Combat zones defined by state acts.
- Temporarily occupied territories.

Customs requirements on entry after getting your visa
A visa gives you the right to cross the border, but customs control also awaits you at the checkpoint. The main rules for travellers:
- Cash. Amounts of foreign currency above the set threshold must be declared in writing. Check the current limit and the declaration form on the website of the State Customs Service of Ukraine: customs.gov.ua.
- Personal belongings. Items for your own use normally pass duty-free within the established allowances.
- Restricted and prohibited goods. There are limits on bringing in alcohol and tobacco, along with strict rules on medicines, weapons, cultural valuables, and animals.
- Red and green channels. If you have nothing to declare and stay within the allowances, use the green channel; if you're carrying goods above the limit, choose the red channel.
At the border, keep your printed e-Visa, passport, insurance policy, and proof of the purpose of travel on hand. A border officer may ask to see these documents in addition to the visa.

- Identify the visa type you need (short-stay C or long-stay D) on the official Foreign Ministry website.

- Book an appointment to submit your documents and pay the consular fee directly at the mission.
