Ukraine is one of the few European countries gradually opening to visa-free entry from the Gulf. UAE and Kuwait have had visa-free travel since 2017-2018. The rest of MENA — standard visa regime or e-visa.
Visa-free Gulf countries
Citizens of the following countries enter Ukraine visa-free up to 90 days within a 180-day period:

- Egypt (with limitations)
E-visa allows entry for 30 days. Review — up to 5 working days. Cost — $85.
Standard visa (C-type)
Citizens of the following countries need a standard tourist visa via embassy:
- Syria — restricted entry
- Iraq — C-visa
- Iran — C-visa
- Yemen — restricted entry due to security risks
- Libya — C-visa
- Algeria — C-visa
- Tunisia — C-visa
- Morocco — C-visa
How to apply for a tourist visa

Find the Ukrainian embassy. Kyiv → Ukrainian embassies in Cairo, Amman, Dubai, Beirut, Ankara. If your country has no Ukrainian embassy, the nearest regional one.

Passport. Valid for the stay. Six-month buffer recommended.
Insurance policy with Ukraine coverage. MENA insurer policies (Daman, Bupa Middle East, Abu Dhabi National Insurance) often exclude Ukraine. Buy a separate policy with war-risk coverage (World Nomads, Battleface) or a Ukrainian one via local agent.
Purpose of visit. Tourism, business, visiting relatives, study, medical — any clear answer.
Return ticket or exit plan. Recommended.
Booking of housing for first nights. Recommended.
Routes from MENA to Ukraine
Direct flights between Ukraine and MENA — limited, mostly via Istanbul.
Via Istanbul. Turkish Airlines — main hub. Dubai → Istanbul → Kyiv (no flights; transfer to bus via Moldova or train via Poland). Or: Dubai → Istanbul → Warsaw → Poland → Ukraine.
Via Europe. Dubai → London/Frankfurt/Paris → Warsaw → Ukraine.
Via Istanbul by direct bus. Istanbul → Varna (Bulgaria) → Bucharest → Ukraine. Economical but long route.
Via Moldova. Dubai → Istanbul → Chișinău → by car to Kyiv. Useful for those heading to central Ukraine.
Total time — 12-24 hours depending on route.
Cards, money, phone
Cards. MENA-bank Visa, Mastercard (Emirates NBD, ENBD, Mashreq, Daman, ADCB, NBK, QNB) work in Ukraine. American Express — in major cities.
Gulf cards often get blocked on first Ukraine charges via automatic fraud check. Notify the bank via mobile app or call centre before the trip.
Revolut — irregular in MENA, but if you have it — most convenient for UAH.
Cash. US dollars or euros — universal. UAE dirhams, Saudi riyals are not exchanged in Ukraine; only at specialised exchange offices at a poor rate.
Phone. Du, Etisalat, Vodafone Egypt, Zain, STC — roaming to Ukraine is expensive. Buy a Ukrainian eSIM on airalo.com (from $20 per month).
Religious and dietary specifics
Halal food. In Kyiv, Lviv, Odesa — separate restaurants with halal certification, especially in areas with large diaspora (Podil in Kyiv). In small towns — limited.
Prayer hours. Ukraine is predominantly Christian (Orthodox and Greek Catholic); Islamic infrastructure is limited. Kyiv has several mosques: Ar-Rahma Mosque (on Tatarka), Syrian Mosque. Lviv, Odesa, Kharkiv — smaller mosques. Prayer times adjust to the Ukrainian time zone.
Ramadan. Observed by the diaspora but doesn't affect the country's general day. Restaurants open as standard.
Hijab and modest dress. No restrictions for tourists. Ukrainian citizens wear standard European clothing; respect for the traditions of others is a standard part of culture.
Safety: martial law and tips
Martial law requires:
- Curfew 23:00-05:00 in most regions.
- Air alerts — "Air Alert" app (Arabic interface available).
- Front-line areas — not recommended without serious reason.
- Safer regions — West (Lviv, Uzhhorod, Chernivtsi), Centre (Kyiv, Vinnytsia), part of South (Odesa with caveats).
MENA-country embassies (UAE, Jordan, Egypt, Turkey) in Kyiv operate, can provide emergency aid.
