Crossing Ukraine border with a vehicle 2026: documents, insurance, customs

If you enter Ukraine in your own or a rental car, in addition to a passport and personal insurance you need a short but strict set of vehicle documents. This guide explains exactly what the border guard checks, how to arrange a Green Card, what temporary import is, and how to avoid small problems that slow down the crossing.

Driving into Ukraine gives you freedom of movement within the country — especially for those planning to see several cities or head into the Carpathians. But the paperwork compared to walking or train entry is heavier, and each document must be prepared in advance.

Vehicle documents

Vehicle registration document. Owner's title document: V5 in the UK, Carte Grise in France, Fahrzeugschein in Germany, libretto di circolazione in Italy, equivalents elsewhere. Must be the original; a copy is not enough.

If you are not the owner but driving someone else's car — you need a notarised power of attorney from the owner. In some cases a written consent suffices (e.g. for a family car), but the standard is a notarised PoA.

Green Card with Ukraine coverage. This is mandatory — without it, you won't be let into Ukraine. It is international third-party motor insurance. Ordinary European insurance often does not cover Ukraine — you need a separate Green Card with the UA stamp.

How to get one:

  • Through your insurer online (Allianz, AXA, ERV, Generali) — 1-3 days before the trip.
  • At the crossing itself at the Ukrainian insurance counter (1-3 months, ~€30-100). Backup option, more expensive.

The document contains vehicle data (plate, VIN), your country, validity period, and the UA stamp. Bring a printed copy plus a phone copy.

Driving licence.

  • EU, UK, Switzerland, Norway citizens — national licence is enough.
  • Non-EU citizens (US, Canada, Australia, Japan, others) — national licence plus an International Driving Permit (IDP) is recommended. The 1949 Convention IDP is accepted in most cases. IDP is issued in your country before travel for ~€10-30.

In practice, border guards often let you through with just a national licence, but formally non-EU citizens need an IDP. Better to have one.

Temporary import

A foreign car can be temporarily imported into Ukraine for up to 1 year without paying duty or VAT. Standard procedure — a customs declaration is filled in at the border, the car is registered in the State Customs Service (SCS) system.

What temporary import gives:

  • The right to move the car freely in Ukraine for a year.
  • Possibility to extend by an additional year (separate procedure at a regional customs office).
  • No duty, VAT, or environmental fees.

What's IMPORTANT:

  • The car must leave Ukraine before the end of temporary import. Overstaying — fine (from 50% of the car's value), in extreme cases — confiscation.
  • You cannot sell or transfer the car to a third party in Ukraine without paying full duties and taxes (about 30-50% of the value).
  • You cannot drive the car in Ukraine for more than 60 days from entry without a Ukrainian registration if you are not the owner per documents.

Rental car

If you rent a car in Europe and want to enter Ukraine:

1. Check the rental company's permission. Most major international rental firms (Avis, Europcar, Sixt, Hertz, Enterprise) allow entry to Ukraine, but:

  • For an extra fee (€50-150 per week).
  • Subject to advance approval and route declaration.
  • With additional Green Card insurance, which the rental company arranges.

Some local European rental firms forbid entry to Ukraine. Confirm at booking.

2. Rental company permission document. Written permission or a note in the rental contract that allows entry to Ukraine. Without this, the guard may refuse entry, even if you have a Green Card.

3. A rental car with a Polish plate is the safest choice when renting in neighbouring countries (Poland, Slovakia, Hungary). Rental firms in Kraków, Przemyśl, Košice, Budapest often have ready packages "rental + Green Card for Ukraine".

What else they may ask

Passenger list. When entering by bus or large vehicle, the guard may ask for the passenger list — formality, free format.

Confirmation of purpose of visit. As for foot entry — tourism, business, visiting relatives. The car is just a means of transport, doesn't change the general rule.

Address of stay in Ukraine. Hotel booking, AirBnB, or contact of the person you're going to.

Return route. The guard may ask how you plan to leave — same crossing or another. Not required but useful to have a rough plan.

Customs: declaration and limits

Personal items. No declaration within reasonable amounts (clothes, electronics, household items for personal use). Laptops, phones — no declaration.

Cash. Declaration mandatory at over €10,000 or equivalent. Less — no declaration.

Alcohol and tobacco. Within personal allowances (typically 1 L of spirits, 5 L of beer, 200 cigarettes per adult) — no declaration. Excess — duty.

Forbidden goods. Weapons without permit, drugs, certain types of livestock and food. List on the State Customs Service of Ukraine site.

First kilometres in Ukraine

After the entry stamp and customs:

Fuel. Ukrainian gas stations accept Visa/Mastercard, Apple Pay, Google Pay. Prices comparable to Polish, lower than German. Largest networks: WOG, OKKO, UPG, ANP. Diesel and 95 — everywhere; A-92 — less common.

Toll roads. Ukraine has no paid motorways (unlike Poland or Hungary). You can drive M-06, M-07, M-21 freely without vignettes or fees.

Speed limits.

  • City: 50 km/h
  • Outside city: 90 km/h
  • Motorways: 130 km/h

Radars and cameras are active. Speeding fines arrive at the address you stated at the border. Paid online via the Interior Ministry site.

Wartime restrictions.

  • Curfew (typically 23:00-05:00) — driving prohibited.
  • Headlight blackout in some front-line areas.
  • Checkpoints on highways — normal part of the trip, ID may be requested.

Alternatives to your own car

If vehicle paperwork seems too complex:

Renting a car in Ukraine. Ukrainian rental firms at Lviv or Kyiv airports (arrival via Poland + train to Kyiv, then rental) — Sixt, Avis, Europcar, Bolt Drive. No Green Card hassle, no temporary import.

Marshrutkas and buses. Regular service between cities. Not as convenient as own car but economical.

Trains. Intercity+ and overnight trains cover all major cities. For travellers not heading to small towns — optimal.
